One boy and one girl from each house for fifth, sixth and seventh years will be chosen to be a Prefect, and one boy and girl seventh year for Head Boy and Head Girl as well. Also this is where Professors can sign up for Head of House

Request has been denied, a HOH has to have gone to the school and project the qualities of that house to be the head of that house. Your character did not attend Hogwarts so can not be the HOH of Ravenclaw
